FY 2008-09 Program Performance

As we enter the homestretch of this fiscal year, it’s quite obvious the operative word has been “change.”  We are still in the infancy of the New Framework for Adult Education, as well as, the first year of the new Performance and Accountability Model.  Many of you have weathered external changes…literally.  The OVAE-mandated change to the assessment policy has presented additional challenges.  You have shared your ideas, efforts, strategies and most importantly your continued commitment to embracing the New Framework.

 

As part of the implementation plan for the New Framework, last fiscal year was considered a “hold-harmless” year in regards to implementing the new accountability model.  You are continuing to seek out and try new delivery models and best practices to effectively serve your students while confronting the challenges mentioned above.  There are important new ideas, strategies and models for program delivery, professional development, workforce education and distance learning that need our attention.  It is critical to focus our conversations and energy on innovative, replicable strategies leading to increased student outcomes and results.

 

We have concluded there is a need to press “pause” on the accountability component of the new Performance and Accountability Model.  As a result, programs performing in Needs Improvement for fiscal year 2008-09 will not be placed on probation and fiscal year 2008-09 will not be considered the first-year status of the accountability model.
